In DTU the 85% seats are reserved for Delhi students and rest 15% are for other state students. In your case if you have completed your 12th from Delhi NCT then you will be considered for 85% reserved quota, and your obc certificate should be issued by Delhi government. in case you are not able to submit obc certificate issued by delhi government you will be considered for 15% quota seats where you can submit the obc certificate of your state. However it would be  better you make clarity by contacting DTU itself.
