Dear Ashish.

Inorder to shift the college in second year. You should be under the following eligibilities like ;

Your marks should be good in both the Semester of First year.
You should not have any arrear in any of the subject from any semester.
You should have a proper reason of shifting the college.
Talk previously with your respective HOD / DEAN of your Department such that they will help you in more better way.
And make sure one thing the college in which you wish to shift should accept the student's via this mode.
