Hope you have done all the procedures correctly as informed in the brochure. If error still persists then it will only be because of the reason that you are not eligible for counseling. 

See Smruti, there is no separate qualifying criteria for management quota. It remains the same for all India quota and state quota in both government and private colleges. The qualifying percentile for general category is 50 and for SC/ST is 40. I advice you to recheck whether you have scored this minimum percentile.
