If you are a student of Gujarat then there is a possibility of gettig this course in the home state category until the last round of seat allotment. But if you are a non-Gujarat student then the it seems far fetched according to the last year cutoff. Though you can fill in the form and try your luck. Who knows you can get through easily as the cutoffs vary. :)
