If the rank that you have mentioned is the category rank, then it is not possible to get civil engineering in any of the NITs as the max cut off of civil goes upto 8k for sc category. But you can prepare for your jee advance examination, there you can score better and get into an IIT.

The cut-off for JEE Mains 2019 for OBC category was 74.316 % this year.
You can take up civil engineering in NIT Kurukshetra which had a closing rank of 13260 last year.
You can also join NIT Surathkal which is one of the top NIT in India which had a closing rank of 14526 last year.
Alternatively you can join NIT Rourkela which had a closing rank of 13764.

your chances are low but you may get it in the lower GFTIs through your score in JEE Mains examination. I will suggest you to take drop if you want a good college through JEE mains.
