If the rank that you have mentioned is the category rank, then it is not possible to get civil engineering in any of the NITs as the max cut off of civil goes upto 8k for sc category. But you can prepare for your jee advance examination, there you can score better and get into an IIT.

your chances are low but you may get it in the lower GFTIs through your score in JEE Mains examination. I will suggest you to take drop if you want a good college through JEE mains.
