Hi

First of all, IIEST Shibpur takes admission only through JEE Mains Rank and not WBJEE Rank.

Further, according to previous year cutoffs at Jadavpur University, the closing rank for SC Category under Home State Quota in Electronics & Communication Engineering was 43844 in 2018. So, with a rank of 30k you can easily get Electronics & Communication Engineering at Jadavpur University. Though you cannot get ECE at IIEST Shibpur with your WBJEE Rank.
