Sorry to say but with these marks you will not be able to get admission in any government college on the basis of these marks. But yes you can take admission in good private colleges with your marks. You have not mentioned your category so I assume you belong to general.
As you mentioned with UR category and 319 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible as previous year cutoffs were 360+..
However you might get some good private medical college in your state through state quota.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).

However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
