If your query is regarding Karnataka PGCET then you need to make the payment once again and the payment status must be successful only then your application is considered to be successfully submitted. Already if the amount is deduced it will refunded to your bank account through which you have made the transaction. If it is not refunded with 3-5 working days contact your bank customer service.
