So you want to pursue Bachelor's in technology along with UPSC coaching.

There are two ways you can do this:

• Complete the first two years of B.tech then take coaching so that you get accustomed with the strategies to follow in term exams and end semester
• After completion of B.Tech you could start with coaching.

The choice should be on the basis of how can you handle both things?

Because syllabus of B.Tech and UPSC are 180 degree opposite so you may feel hard to cope with both of them at the same time. Most of the aspirants, in whatever field they are graduated opt for second option because of less stress.

If you are passionate about UPSC then you can do any three year graduation course instead of B.Tech and alongside with that you can take coaching.

there is no college which will provide like this course. They do academic work as proposed by the board under which they are affiliated or they have their own set of rules given by law and management board members.

Civil is a completely different sector and it is not in the mission and vision of the college. It is illegal for them to provide these course. The interested students have to look for coaching institutes who provide those course and learn and practice from there.
