Hello,

As you mentioned I believe you have been allotted a seat in round 1 but you want to wait for state counselling. You can do that by not filling the status retaining form and just select float as the option. In that case you will be able to proceed with the 2nd round of state quota. But remember it does not mean that you have complete hold of the 1st seat as you are not confirming it then the chances are that someone might replace you and also if you are offered a seat in 2nd round then also the first seat is cancelled.
