Dear candidate there is nothing like any state quota rank there is only one thing rather than CRL and that is category rank. So if you belong to any reserved category then you would have both CRL and also category rank and your category rank would be considered for counselling in your state quota counselling procedure and also in the exam which you have qualified via mentioning that you belong to some reserved category.
