Neet exam every year you are given seats  according to your all India rank it doesn't matter whether you belong to state quota or  all India quota.Your category rank  will only be used when you will be getting some reserved seats. During state counselling, the state counselling body brings out a list of all the candidates eligible for 85% state quota counselling.

In that list you get your state rank as well as AIR and category wise rank in the respective states.

When state counselling is considered your state rank and in a way AIR itself is taken into consideration.

Now if you have reservation then there is a list for such candidates in the order of their AIR and colleges are allotted accordingly.
