Both of the universities are good and can not be compared as both of them offer completely different courses. DU doesn’t offer professional courses like BTech, BBA and BCA and others while GGSIPU doesn’t offer English (Hons), Hindi (Hons) and Economics (Hons) and others for undergraduate admission. 

For instance, if a student wants to pursue B.Tech in Delhi, no matter how better Delhi University is, he or she cannot consider DU as the choice and the same goes with GGSIPU in the case, if a student wants to pursue English (Hons) or other similar courses.
