Yes, you can apply for TNEA with NIOS marks but subject to fulfilling other criteria i.e. you must have passed with minimum 5 subjects including English, Physics, Chemistry, and Mathematics with minimum 50%.

The candidate must have attained an age of 17 years at the time of admission.

If you fulfill the above-said criteria then you can definitely go for graduation and be sure of one thing that NIOS is a recognized board by all the universities and have the same value as the other boards of education.

Technically yes. But there is a catch. I think you'd have to produce a certificate of equivalency issued by the department of education (higher secondary) to the concerned staff of anna university during counselling. 

Somewhere it is also mentioned that, Anna university doesn't allow admission to NIOS candidate's. As NIOS stands for National institute of open schooling. No, NIOS and Tamil Nadu state boards have not same value,
