For admission in ignou candidate should must have a professional degree in graduation with mininum of 50percent marks for general category and 45% for the reserved categories with three years managerial/supervisory/professional experience.
Since, you have 46% in graduation degree therefore if you are general then i am sorry you aren't eligible while you are in the other way around.
Beside marks in graduation one has to clear OPENMAT conducted by ignou.

With 46% in your graduation you wont be able to apply for MBA in IGNOU if you are from general category because one must have a 50% in there graduation to apply fir MBA in ignou.
But if you belong to SC,ST category then you can apply because only 45% is required fir sc,st aspirants.
