Now, if your brother hs not done his 12th from Delhi then getting a seat in DTU will tough but if he has completed his 12th from Delhi then there are high chances of getting any lower branch or even top branch in spot round. 

Now coming to IPU, this is happening the first time that IPU is going to take admission in B.Tech through JEE mains (see the admission brochure 2019-20, page2, part A), so nothing can be predicted in advance about cutoff in different colleges under IPU.
