I don't think they would be entertaining 2016 rank in 2018 but speaking of 33krank in general terms I think one can get colleges like ASET, NIEC etc but it should also be kept in mind that IPU hosts a decentralized spot counseling session for every college in which ranks drop dramatically so in this case 33k rank can make one grab a seat in colleges like MAIT, MSIT etc.

you can counseling fees on the offcial admission website of ip. and you haev to pay the counsiling fees on line. the option wil appear when the date wil be released to pay the fees . all the best.
