Hello Shubhi,
You should first opt for IET Lucknow. Then you can apply for other colleges or branch in further round counselling. In that case, If you don't get your preferred branch and college then you have option for IET Lucknow. The way you are thinking can be risky if no candidate left the seat in your Preferred branch In IET.
