Obviously IIEST Shibpur Electrical Engineering is far better than Mechanical Engineering in NIT Patna. As a student of Electrical Engineering in IIEST Shibpur, I can say that this will be definitely a good choice. Firstly, the college is one among the best (Top 20)  in India with a legacy of more than 160 years. And Electrical Engineering at IIEST Shibpur had been started in 1912, definitely has a better faculty and placement record.

Both the colleges are very good for engineering. Both the colleges are well known. But IIEST electrical has better placement records with highly qualified faculties than NIT Patna Mechanical.
Some top recruiters of electrical IIEST are Microsoft, L & T, Samsung, Tata Steel, Maruti Suzuki etc.
NIT Patna is also a very good college, but placement is not that much impressive.
So you can go with IIEST in my opinion.

NIT Patna is no doubt a very good college but still IIEST Shibpur has got an upper hand instead. If we talk in terms of ranking, then IIEST takes a lead over NIT Patna and obviously the degree holds a national level importance too.
