Since you have got 97.40 percentile in JEE Mains under general category,so you are eligible to get a seat in NITs. Below I have listed 2019 JEE Mains cutoff category wise -

• CRL : 89.75
• GEN-EWS : 78.21
• OBC-NCL : 74.31
• SC : 54.01
• ST : 44.33
• PwD : 0.11

Now , the cutoff for branches differ from college to college . For NIT Silchar ,the previous year cutoff for Civil Engineering under general category was 91652 for Home State and 42828 for Other State. So as per this data you might be able to get a seat in NIT Silchar for Civil Engineering .
