Hello

While filling the seats, they first try to fill in general category order after that they start filling for reserved category .

So first for a particular college they try to fill out the general category seats and then fill reserved seats in that particular college according to the merit in those categories.

I think based on your rank and marks your obc rank will be applicable to get a college seat.
