Your home state is not a concern to get any IITs . What you require is the rank which you have , so you might get a chance to study Civil Engineering from the top notch IITs . Below here are the names of few IITs where you might get a chance( Civil engineering ) . I am also listing the previous year cutoff along with that -

• IIT Gandhinagar - 1584

Yes, you can get Civil Branch with your rank in JEE - Advanced. The IITs you can get are IIT - Tripati, IIT - Ropar, IIT - Patna, IIT - Mandi, etc. You can use your state quota in IIT - Jodhpur but IIT - Jodhpur does not offer B. Tech in Civil Branch.
