Medical study and technical study is in two different directions. You shouldn't decide it by the place else you should see yourself and ask yourself that what interests you the most. What are you good at!. Talking about medicine is Philippines, it is very good there and when we talk about technical studies its the best in IITs in India. So, ultimately the decision is upto you.
