There are various rounds in Josaa. But the cutoff mentioned on career360 is not roundwise...the cutoff for svnit civil is 28k, and I got 25k(aprox)...so will I get it...or is this 28k according to 7th round of Josaa?

Yes if you get 25000 rank then you will get a college which closes at 28000. Ranks are mentioned based on the last round of counselling because they are the highest rank in terms of closing rank therefore last round ranks are the final ranke if you want to check for the possible colleges.

but these colleges get generally filled by round 1 or 2 so... i'll lose it surely

No college gets filled completely in the round one around to even after 7 round of counselling some seats vacant
