Hi Akshaj,
The 15% All India quota is made for students to fill any state or union territory irrespective of you having domicile of that state, you can opt for any state. Under the 85% quota, students have to opt for the state of their domicile in which they live in or have done their schooling from that state. Therefore, until unless you are not from Jammu and Kashmir, you can opt for any state or union territory of your choice for 15% All India Quota.

Hello dear !
Greetings!
You have to fill your domicile state only for which you are eligible to get admission under 85% of state quota. Further at the time of counseling you would have to produce documents proving your domicile state filled in the application form . Those documents can  be your

  1. Domicile certificate
  2. your 10th and 12th class marksheet indicating that you have studied in a recognised institution in your domicile state .
Thanks !
