Hi dear,
Straightforward answer GNDU is better

It is a govt.university thus the certificate has more value.
Cheaper than Chitkara
Higher in ranking
It is the first choice by everyone.Therefore toppers get admission.Studying in such environment helps you learn a lot.

Thus for b.tech cse , gndu is better.
