Coming on to the question, normally a NEET score above 580 is seen to be quite suitable for applying in the All India 15% seats. Getting IPU is highly likely with a score of 600+ in NEET 2019, so I will suggest you go for the All India 15% seats rather than the preferring the state quota you have in Rajasthan. According to NEET 2018 the closing score for UR was 612/720 (rank 936) in NDMC, for OBC was 594/720 in Dr. BSAMC, for SC/ST it was 512/720 in Dr. BSAMC.
