As per the eligibility criteria of M.sc in Ocean Science, the candidate should have Qualified B.Sc. with either Chemistry and Hons. in Zoology, Botany, Geology, Geography, Physiology, Bio-Chemistry, Microbiology, with Chemistry as the main passed subjects of study with 55% aggregate and above from a recognized university. So defintely yes, you are completely eligible for the course.

Yes he can be eligible However this will depend on University you are applying for because eligible criteria shall vary for all institute. 

Students must have atleast scored minimum marks and have passed in entrance exam as accepted by Institute for Msc.
