Yes you can pursue PhD in any field of your interest after completing your Master's degree. So there is no issue in pursuing PhD in Oncology post MSc. Biotechnology. Also, if you are interested in clinical research, you can opt for a doctoral program in cancer biology. To get into the program, you will have to crack the entrance exams of respective institutes.

An Oncologist treats cancer patients, to become a doctor you need to hold a medical degree.
Eligibility for Masters in Oncology: The aspirant must hold a Bachelors degree in medicine , Bachelors in Surgery. T hey also usually need to hold an MD in general medicine.
I'm afraid your bsc specialisation won't be enough to become an Oncologist.
