Both the colleges are nearly same but if we go according to past records of HBTU then it has been in this field from a very long time and has a good alumni and infrastructure as compare to IET but if we go according to academics then there is slightly differnce between them but HBTU has a good past experience and good placment in compare to IET 

So HBTU is a better option in comparison of IET

I would prefer you to go for Harcourt Butler Technical University Kanpur over IET Lucknow. This is because IET is an Institute which is affiliated to AKTU University whereas HBTU is itself a university. Also HBTU has more name than IET. Even placements are good at HBTU Kanpur than IET Lucknow. HBTU is a renowned University whereas IET Lucknow is not so popular.
