Hello there!

Greetings!

Actually, two degree programmes pursued through regular modes is not valid, so one is not allowed to do two regular courses at the same time.

But yes one is free to do one course in regular mode and the other one in distance education mode i.e from open universities and that is valid

So , yes you can definitely do ba English hons. in regular mode and at the same time you can do ba psychology from ignou as ignou is an open university and thus you will not face any problem.
