Mop up rounds are specially arranged to fill in the vacant seats and are meant for those who are unable to get admission through the general counselling process.

If you have got a seat in the state counselling rounds, and still you're interested in mop up round, then you have to leave your currently allotted seat in order to participate in mop round.
