Yes, of course, you can.

If you are expected to complete your final examinations by August of 2019 then you are eligible to apply.

In fact, start your preparations right away.

The application forms will be available from 1st November 2018 and the last date for application is 15th December 2018.

The admit card will be available after 20th January 2019 and the tentative date for the exam is 17th February 2019.
