That entirely depends on your perspective, both DU and IGNOU conduct their distance learning courses. Even if you're seeking admission in regular mode in DU, there's two ways out there for BA(Hons) or BA programme,  both is merit based and entrance based. Coming to your second question regarding choices BA(Hons) is specifically meant for specialization in one subject, in IGNOU it works as a MAJOR with the subject taken should be completed with 48 credits in 3 year course.
