I have given Engineering Science(XE) with Fluid and Thermal sections, I am getting 64 marks. Am I eligible for Phd in Thermal in IISC and IITs? Expected All India Rank will be what ?

see cutoff score depends on various facts like number of participants, questions difficulty level, category of students, stream of applying etc.
however your score is really good and have decent chances for iits. gate result is yet to declared , you may follow the careers360 website for career related updates.
