I hope you are doing well. As you have mentioned you got 62% in OUAT examination, I think you will get a government college but some specific one only.

You can go for the following colleges - B.Sc.(Agriculture) Bhawanipatna ,B.Sc.(Horticulture) ,B.Sc. (Agriculture) Chiplima , B.Sc.(Forestry)  , B.Tech(Agricultural Engineering) ,B.Sc.(Home Science) ,B.F.Sc .
