Next IGNOU admission  will  take place for July cycle for which application process shall commence from May onwards, so you can get detailed information at the official website of IGNOU at http://www.ignou.ac.in/ and when it comes to choosing study centre, while filling the form, you'll get a list of study centre in Delhi, you can choose your preference accordingly.
