IGNOU admission for July Cycle is already concluded and next admission will take place for January 2020 session. Forms for this will be available perhaps by the end of this year, if everything goes as per norms of application events of previous years.

Now, coming to your question, it's not clear what you're doing now, but if you're asking about pursuing two degree program, one regular and another distance mode, then it's neither allowed not its valid. Also, it will be humanly impossible to do so.
