Both the courses are different and the colleges are also different.
If you choose according to the college IIT Kharagpur is a better college than IIT Hyderabad. The value of IIT Kharagpur is higher than the second college.
According to the course, not many colleges offer ocean engineering and it also has a good scope. While metallurgy is also a good course but it has some competition built in recent years. So ocean engineering at IIT Kharagpur will be a better choice.
