Congrats on getting both the colleges. If you have got VIT Velore, then you should definitely go for it.

However, IIST is way better than other VIT. And moreover being a government college , it has low fees and better facilities for space related course. 

The option totally depends on your career option. If you are interested in computing, take CS and if you are interested in space,etc , select IIST.
