Hello Yu Ri!
BITS offers a B.E. in Biotechnology course
IITs offer B.Tech in Biotechnology courses
And yes,
DU does have BSc. Biotechnology courses. Here are some DU colleges that provide this course-

Acharya Narendra Dev College
Bhaskar Acharya college of applied science
Rajguru science college

Does BITS and IITs take PCB students in B.Tech/B.E. Biotechnology?

You will have to give their respective Entrance Exams. That is, IIT JEE for admission into B.Tech Biotechnology and BITSAT for admission into BITS.
For BSc. admission, they usually ask you your 12th board exam marks. (PCB marks will do!)
