yes, there are chances for both NSIT or DTU after using your state quota and obc quota.

the closing ranks for ece in the previous year for nit or dtu was near your rank so no one can surely say what will you get or what not.so I would suggest you to go through counselling up to last round or spot round.

for further clarification, you should google opening and closing ranks of dtu or nsit.

Yes you can surely cinvert ECE at NSIt delhi.

However for DTU you cannot convert ECe or any branch as cutoffs within 20000 ranks.

You can convert private engineering colleges like SIt Bhubaneswar, GL Bajaj, Lm Thappar.

Also you can convert GFTI like Assam University.
