I got 180 cutoff and belong bc catego3.can i get ece in anna university or ssn

The opening marks for IT branch, TNEA is 77 and closing marks is 197. Anna University, Tiruchirapally opens seats for IT branch from 133 marks and closes at 193. 

As your marks are in the required range, you could get a seat in Anna University with IT branch or even better.
