Dear Ridhima,  you can neither fill Odisha State Counselling form nor take admision in their Private Medical Colleges under Government Quota. This is not just for Odisha but across India. You can take admission under Management Quota and for that you need to contact the Colleges directly. This is because State Counselling is only applicable for candidates who enjoy the domicile of that particular State. Private Medical Colleges do not participate in All India Counselling.

Hiii dear!!!!! You can only apply for counselling in colleges of Orissa through all India Quota. If you want state quota then you will have to apply through state quota and for that you will be requiring to have a domicile of Orissa state, otherwise you cannot apply for the 15% state quota and only aiq.
