Yes, there is only one NIT in Assam which is NIT Silchar ,so if you want Computer science branch for an NIT your only option is NIT Silchar but there are many other good government and private college which offer Computer science engineering in Assam and all over India so you can also choose other state NITs but you will not get admission through the state quota you will be applicable through all India quota   .Assam also have IIT Guwahati.

For getting admission in NITs, you have to qualify JEE mains with minimum 95percentile for general category. There are many NIT which are top ranked by NIRF as well as has good placement record, but you should score accordingly for that NIT. The top NIT for CSE are :-

• MNNIT Allahabad
• MNIT Jaipur
• NIT Rourkela
• NIT Warangal
• NIT Silchar
• Nit Delhi

It depends on your rank whether you will be able to get into these or not.

No, NIT Silchar is not only option , you can try into many others NIT. In that case you will not have access to home state quota.
