Hello,
You did not mention that in which IIT you are getting admission in metallurgical engineering. Also, look for your interests that whether you are interested in metallurgical engineering or in electronics engineering. Choose the one in which you are interested. If you want to join the IIT in hope of branch change, let me tell you that this is very very difficult. The required CGPA would be very high and maintaining such a high CGPA in college is way more tougher than it sounds. You may get a branch change but it would be very tough and very rare. So, I would not suggest you to join IIT if you are not even slightly interested in metallurgical engineering and just planning to join IIT in hope of branch change. If you are interested in electronics related stuff, you can choose electrical engineering at NIT Raipur. But please keep in mind that IITs do provide a number of opportunities irrespective of your branch. So, if you are not inclined towards either of the said branches, go for metallurgical engineering at IIT as you will have  a number of opportunities to explore in IITs.
I hope it helps. For any further queries, ask me in the comments.

First of all hearty congratulations .You have done it well . But you have to consider that getting a branch change in IITs and NITs is not at all a cake walk .You can expect a lot of competition and there are more factors to disturb you in your first year. If you think you can stay away from student clubs ,extracircular activities in college for one year and completely focus on study ,you can opt for metallurgy in IIT . Orelse it's better for you to go with NIT Raipur as CSE is your favourite branch
