Sorry to say but with 18000 rank it's not possible to get admissions into NITs for B. Arch. 

IITs and NITs have their closing rank around 9k to 10k for the final rounds. 

As of now what you can do is to apply for your state's admission process.

In 2018, the closing rank in SPA Delhi for General PWD category was 14 in B.Arch and 44 in B.Planning. So going by the previous year statistics, you have almost no chances of getting any seat in SPA Delhi given your pwd rank in JEE Paper 2 2019 is 145.

Sorry sir but for admission in any nit minimum 75 % marks is required in class 12th or to be in top 20 percentile of your respective board.

So, first he has to clear his physics exam and then next year , he has to again apply for the jee

As per your score in jee mains paper2 it is difficult to get NIT but if you belong to home state quota for respective quota then you may get that NIT respectively. You can check cutoff rank from following link :

Assuming 13070 rank is you CRL Rank, your OBC rank would be around 4000 which is not sufficient to get admission into any NIT, GFTI or SPA since almost all of them closes at about 1500-2000 for OBC Category.
