But I have still been placed in the waiting list at the end of the 4th iteration. The cutoff for the 4th iteration is 269 as shown on the BITSAT website. Are there chances that this cutoff will decrease in the subsequent rounds?

It may be possible, because I have given the answer to your query as per last year trends. and also there may be a chance for decrement of cutoff because due to this pandemic situation the number of candidates appeared has been decreased this year.
