YES sure you can get admission with 83 percentile but for this you should belong to delhi region and also belong to some category like SC/ST because cutoff rank for these is very high for open category.

Getting admission in DTU or NSIT will require a good percentile score in JEE. Your chances of getting a seat at DTU or NSIT is very low with this much percentile of 83 percent. I will suggest you to give another try to JEE Mains next year. Do the complete preparation and score well, you wil definitely get a good rank and percentile score. I hope you have got the point.
