Yes of course you can take admission in the UG program through class 12 marks. I will give you a brief overview of LPUs programs. The eligibility for B Tech, BBA Hons, BSc Hons and B Com hons programs is 60 percent. The eligibility for B Com, BCA and BBA is 50 percent. For BA the eligibility is pass marks in any discipline.

For a candidate, who has not studied English as a subject, the condition of English may be waived off provided the candidate in his qualifying exam has studied in English medium. (5% relaxation to North-East states and Sikkim candidates or Defence Personnel and their Dependents or Wards of Kashmiri Migrants) is also given.

In certain courses LPUNEST is mandatory, like if your are seeking admission in B.Tech, MBA  courses then LPUNEST is madatory, without LPUNEST you are not eligible for admission, However in certain courses like BA, BBA etc LPUNEST is not mandatory, you can get admission based on your previous qualification.
